The awarded municipalities are chosen from the candidates by an international jury of key personalities connected with volunteering, representing civil society, the private and for-profit sector, as well as the EU institutions. The judging criteria are the recommendations in the Policy Agenda for Volunteering in Europe (PAVE).

This call invites municipalities to participate in the competition for the titles for 2016 European Volunteering Capital and/or 2017 European Volunteering Capital.

Municipalities can apply to both competitions. The two winning municipalities will be announced on the 5 December 2015, the International Volunteer Day. The titles will be used in order to raise awareness about volunteering and volunteer-related activities at local, national, regional and EU level.
